Fed charges against inmates running drug ring from the inside

According to a story in Northwest Georgia news, the Federal government charged  17 persons, including people doing time in Georgia jails, with running a drug ring. The story mentions how the government prosecutors are complaining about illegal cell phone usage in the jails that puts society at risk. Well they should take a look at their own federal jails where cell phones are rampant at FCI Fort Dix. There are four barbed wire fences and there are still cell phones coming in. The question is how?
