According to news reports, a police officer from Colchester, Vermont, received a 48 months prison sentence for stealing guns, drugs and money from an evidence locker. See story here...http://www.burlingtonfreepress.com/story/news/crime/2016/05/02/former-colchester-cop-sentenced-prison/83839074/
What was this cop thinking, that he would never get caught? The psychology of crime is noted in Talmud Yoma, where it says, "if a man commits an offence and repeats it,it becomes to him something permitted." See Everyman's Talmud at page 103, published by Schoken. This is the way the human brain is wired. We are all the same. The most important means of change is confession and regret. In my opinion, putting away a human being for four years is way excessive, even in this case where Mr. Kinney abused the police badge. We are all subject to failure, each and every one of us. We must show compassion and mercy. His family will suffer the most.
