I always said a male guard cannot watch a female prisoner. This will only lead to trouble....
Remember, a sin in secret, God makes it public. See Sota 3a. How the government found out the story does not say. I assume she told a fellow inmate or reported it to the authorities. There are signs on the walls that sexual assaults need to be reported. So not only are you in jail, but you are subject to
rape from the authorities.
