you don't throw away the key. The person who gets slammed in jail learns his lesson. Jail is a very scary place and you are deprived of all of your creature comforts. People who did fraud are just like you and me or more like you since I was thrown in jail for immigration fraud. Normal human beings who get a little greedy and their moral compass gets thrown off. It must be taught in the schools. Besides learning chumash and gemara, there should be a lecture about not doing fraud, because in the end of the day, it is not only a chilul Hashem, but you put your life at risk just over money, which will not be there with you in jail. I saw bloodshed, fist fights in front of my eyes, an eye socket displaced, all in jail. I committed a white collar crime and here I am with violent, murderous people. So you frum yidden out there, think twice before you commit your next fraud. The gold watch sitting on your hand won't be there with you in jail. Nor your fancy shmancy lexus. You will sit with a prison issued uniform, and black wooden boots, made in china, that will forever hurt your sole
