you don't throw away the key. The person who gets slammed in jail learns his lesson. Jail is a very scary place and you are deprived of all of your creature comforts. People who did fraud are just like you and me or more like you since I was thrown in jail for immigration fraud. Normal human beings who get a little greedy and their moral compass gets thrown off. It must be taught in the schools. Besides learning chumash and gemara, there should be a lecture about not doing fraud, because in the end of the day, it is not only a chilul Hashem, but you put your life at risk just over money, which will not be there with you in jail. I saw bloodshed, fist fights in front of my eyes, an eye socket displaced, all in jail. I committed a white collar crime and here I am with violent, murderous people.
