Luxuries in a Mexican prison?

A story is out from the Washington Post that claims that in the prison of Topo Chico there were luxuries, as noted by the chief prosecutor.

What about luxuries in a federal prison in the United States? Can you have your girlfriend or boyfriend over in your cell? Hell no....Can you have anything extra in federal prison? While I was in prison, be it MCC or even Fort Dix, for some macks, you can get your bed padded, or even rent a cell phone at FCI Fort Dix. You can have a custom made pizza made from stolen tomato sauce from the kitchen.  You can even get a tatoo but it is at your own risk since the inmates use clippers in the place of tatoo guns and in 2012, the B.O.P. banned the sale of clippers.
